If a company wants to do business of "Makhana", what all approval and licences need to be taken by the company.

Dear Members,
A pvt limited company had issued CCDs to one of its group companies. The CCDs are being transferred to holding company of the private company.
Please confirm if approved of shareholders is also required for conversion though initially approval of shareholders was taken under 1956 act.
