Whether the Companies Act, 2013 provides the right to inspect of the records of the company to its members only ? Can other person who is not a member of the company can also request for inspection?

A person holding only 1 share of a listed entity,
every week he send request to courier list of shareholders 100, 500, and 1000 shareholders
now company is irritated from that member.

I did a company inspection at the MCA site and was trying to download the March 2020 AOC-4XBRL form. But the form was only 12KB even unable to open the form, I want to download the XML file from AOC 4 form attachment. is there any other option to get the same attachment?

As mentioned in Guidance Note on SS-1 " The company secretary in practice appointed by the company, the secretarial auditor, cost auditor, or internal auditor of the company can inspect the minutes as he may consider necessary for the performance of his duties." My Query is:- What is the meaning of word "Inspect"? Whether the secretarial auditor, cost auditor or internal auditor of the company can demand for the physical copies of minutes? Whether company is obliged to provide the same?
