Whether is it mandatory to get 100% consent from creditors for reduction of capital ? Whether NCLT can relax it?

CCPS of Rs35 lakh (7000 of 500 each) got converted into 7000 equity shares of 100 each I.e. Rs.7 lakh. So capital has reduced by Rs.28 lakh. Do we need to approach the NCLT as capital is getting reduced? What forms will be filed with ROC to intimate reduced capital? What will be accounting treatment of the Rs.28 lakh reduction in capital?
Any one have the experience of Capital Reduction in unlisted Public Company.

In a LLP, the profit sharing ratio between 2 designated partners have changed from 50-50 to 75-25.
Can they also change their contribution obligation from 50,000 each to 75,000 & 25,000.
Is this permissible.
